Read this as the MIX of the cargo, what the boxes hold, not how many boxes there are. It is a deliberately separate measure from the container-volume (TEU) pages: Census counts customs value at a point of entry while the TEU figures count loaded container equivalents from terminal throughput, on different timings, so the two data systems are never added together or reconciled against each other here. Likewise, this is not the same as any commodity-movement figure USDA publishes for agricultural shipments, which is its own survey; where a farm commodity appears here it is the Census customs value, on the Census calendar.
